Garrett Greene, Corporate Safety DirectorConstruction Safety Week is a celebration of how far our industry has come in protecting our craft, but also a reminder of just how much more work we have ahead of us. This year’s theme of ALL TOGETHER: PLAN · OWN · COMMIT is in direct alignment with my personal safety management philosophy.

In the construction industry, no two projects are exactly the same, nor are they entirely different. Because of this fact, we share similar hazards across all segments of construction. Quite simply, the hazards that bring harm are known to the industry.

Task PLANning is the foundation of preventing injuries. When we outline the logical sequence of steps to a task, we are then afforded the opportunity to identify the hazards and controls for that task. Most importantly we can capitalize on our collective experience and knowledge to successfully plan a task.

Our task plans are not written to merely satisfy a corporate requirement, but for the project team to OWN and execute the plan. A chief step in this process is communicating it to the project’s stakeholders, namely the craft completing the task.

Lastly, we must COMMIT to the plan. All too often, on the day of execution, we abandon the plan we had carefully crafted. Field adjustments are necessary and acceptable but exchanging or skipping whole portions of the plan introduces new and unplanned hazards. If we face a gross deviation from our original plan, we must stop and replan the activity.

I am excited for this year’s Construction Safety Week events and activities, and I look forward to seeing how “Planning · Owning · Committing” makes construction a safer and more prosperous industry.

As a leadman, Shane is responsible for overseeing safety protocols, managing his crew and ensuring the worksite runs smoothly. He emphasizes proactive safety measures to avoid potential risks. In addition, his leadership has been so important in cultivating a culture of safety on the jobsite. Whether it’s reinforcing the importance of personal protective equipment or holding regular safety meetings, Shane consistently ensures that safety isn’t just a box to check – it’s a mindset everyone adopts.

Safety is one of the greatest challenges every construction company faces. We take great pride in our safety successes and celebrate those in our industry who dedicate their entire careers to ensuring a safe workplace for themselves and their fellow team members.

Fire PersonnelNormally, when the fire trucks roll on site, it’s an emergency. Fortunately that’s not the case here. The PC Construction and R.J. Leeper joint venture team recently welcomed the Charlotte Fire Department onsite at the Mallard Creek Water Reclamation Facility to tour our project and meet the team.

The facility is currently undergoing an upgrade to increase its capacity. Primary work includes a new influent pump station, two equalization tanks, an alkalinity facility and modifications to the existing biosolids facility. The excavation process for the influent pump station is underway and is currently at a depth of 30 feet out of the total 65-foot depth. The engineer-designed support of excavation system selected for this excavation is a soil nail system.

During the excavation portion of the work, the project team wanted to connect with local emergency services to familiarize emergency personnel with the site and the work taking place. In an emergency, knowing the key personnel onsite as well as the entrance and egress points of the excavation can save immense amounts of time. The team walked the site with the fire trucks to review turnaround points, entrances, exits and personnel egress. The PC/Leeper team outlined site contacts and the entire group had an educational discussion about emergencies on construction sites.

The PC/Leeper team already has plans in place for the Charlotte Fire Department to return as the project progresses into the mass concrete phase by the end of this year. This site visit was a great opportunity to review our emergency action plan and thank our first responders who keep us safe every day.

What an incredible experience this Construction Safety Week has been! We partnered with our subcontractors and vendors to feature learning opportunities through toolbox talks, vendor and site fall protection demonstrations, equipment inspections, PPE safety stress tests and innovative tool design presentations. Our teams went all-in to make this a truly celebratory week and recognized our dedicated and safety-conscious employee owners and trade partners with giveaways and lots of food!

It is so important to maintain a consistent and controlled emphasis on safety and commit to a continuous focus on safe choices. It is up to each of us to use our individual strong voices when we see an unsafe act or condition, and to set a great example to others by always making the safest choice possible.

A great quote by Heraclitus relates directly to construction: “The only thing that is constant is change”. Change happens every day on a construction site and the best laid plans for an operation or a day will most likely be impacted by change. When change occurs in construction – whether it is an unexpected delivery or a change in weather – the likelihood of injuries occurring increases.

One of the best tools to combat safety risks associated with a change is to bring the team together to analyze the impact. This provides opportunities for the team to express their concerns and develop a revised plan to mitigate the hazards associated with a changed condition. Our teams utilize the PC SAFE Book (Stop, Assess the hazard, Form a plan, Execute the plan), a pocket-sized notebook that helps identify and mitigate these hazards to ensure people go home safe every day. This simple tool reinforces the importance of reevaluating work tasks as conditions change and promotes a team-based safety culture.

A great day on a construction site is when everyone returns home safe to their families, all while meeting or exceeding production goals. To make this happen, our teams are empowered to speak up and contribute to the solution. It takes more than one voice to have true impact.

We are excited to again be part of Construction Safety Week. This is a great time for our industry to continue to reinforce the importance of safety on our construction sites. We have great events planned for the week and our project teams are looking forward to learning and sharing while continuing to carry this commitment to safety forward every day.

Construction WorkerWe are so proud to recognize and celebrate PC employee-owner Brian Chaffee for his tremendous commitment to safety. Throughout Brian’s 40-year career with PC (and going strong!), he has served as a role model, always leading with safety at the forefront of his work. We are excited to announce that Brian is the first PC employee to work 70,000 hours without a single safety incident. This incredible accomplishment equates to over 33 years of working safely!

Brian, a foreman with PC’s Special Projects Group, attributes his success to the good work habits he picked up during his early years at PC. “I was only 19 and I was trained in the PC culture, which is very safety focused. I’ve carried that mindset with me ever since.”

Brian works mostly on hydroelectric and dam projects where access and safety are more important than ever. He says that devising a plan for the work and his crews, then seeing it through to safe completion, is so satisfying. “At the end of the day, it is important that my crew and I leave for home safely every day.”

Said Robert Morris, PC’s Corporate Safety Director: “What an accomplishment! Brian is relentless when it comes to safety. He makes it a priority on every single project, and he engrains that mentality in his crew. We commend his efforts and applaud this accomplishment.”

The Maine Chapter of the Associated General Contractors held their Annual Safety Award Recognition banquet event last week at the University of Maine in Orono. Over one hundred attendees representing local contractors and subcontractors attended the event to honor and recognize firms that have achieved exceptional safety results. PC is excited to be among this year’s honorees, with a Safety Program Award in the Building Division. This award recognizes our 2021 safety performance and results.

Following the presentation of the awards, AGC Maine’s Executive Director Kelly Flagg praised the firms receiving awards and recognized how effective safety leadership has an integral and vital role in enhancing the safety culture within an organization.

PC’s fundamental goal is to send every PC employee owner and trade partner home safely every day. That means all of us – from our skilled craft to our project leadership – have the responsibility to manage safety on our jobsites. It is important that our employee owners put the same emphasis on safety both on and off the job. Whether they are engaging with their families on vacation or putting work in place for our clients, safety mindfulness can make the difference. To support that effort, it is important that PC provides a supportive team, training and resources, and encouragement to do our best every day. This is at the core of our safety culture. I am proud to say our teams are some of the best and set the bar for newcomers to both PC and the construction industry.

I am excited to kick off Construction Safety Week. This week we celebrate all of our employee owners and trade partners who work together to promote the value of safe work practices on our jobsites. We look forward to exciting learning opportunities and team building events, all which carry forward to serve as the foundation for our daily actions. Yesterday the PC team at the WSSC Piscataway WRRF Bio-Energy project celebrated an exciting safety milestone. The team was one of four recognized with a PC Safety Project of the Year Award for extraordinary safety performance. The WSSC team took the honors in the Greater than 50,000 Work Hours category upon achieving just over 75,700 hours with a 0.00 incident rate in 2021. Since the project’s start, they’ve accumulated over 130,000 hours with a cost per worker hour of less than $0.01 and an incident rate of 0.00.

Also recognized were the Killian Creek WWTP Phase 3 Upgrades project team in North Carolina, the Wildflower Farms project team in New York, and the Martin’s Point Health Care Brunswick Health Care Center project team in Maine.

Each year, all of PC’s projects are evaluated for their overall safety performance as well as additional considerations such as situational response, project safety reports, risks and hazards, compliance with PC’s safety program and subcontractor safety. The top safety performers are recognized as Safety Projects of the Year.

This year’s focus is on a holistic approach to safety. Safety is about more than PPE and the policies and practices we have in place to protect our teams. There are so many other elements that factor into every action we take. Outside stressors and distractions can cause us to lose focus from what is most important – the task at hand. A physically and mentally safe environment allows everyone on site to be their safest and most productive selves, and this so critical to our everyday success, and to the wellbeing of our people.

Being a member of the PC team – whether employee, subcontractor, or client – means you accept responsibility for yourself and for everyone on our sites. It is a team effort, and a team success. This week is a celebration of the people of our industry and their commitment to each other.

While subcontractors were excavating ledge on the site of the Huntington Falls Redevelopment project for Green Mountain Power, pre-existing blasting components were discovered in the river channel ledge being removed. On August 25 and August 29, Superintendent Joe Genest ordered an “All Stop” to work activities when remnants of dynamite and blasting wire were seen by an equipment operator removing ledge with a hoe ram. On both occasions, the area was evacuated and secured until Rockaway Drilling & Blasting arrived to investigate the situation. The site was inspected and parts of two charges including severed blasting caps were removed from the site for legal disposal by Rockaway.

The old blasting components are believed to have been part of the channel expansion performed in 1987 to accommodate the addition of a third hydro unit. It appears that the blasting caps broke during installation, disconnecting the cap from the detonation power source. The remaining ledge was thoroughly pressure washed and a complete sweep of the area was performed to ensure no other remnants were present before work resumed.

The early identification of this explosive material was key to the safe resolution of this incident. This story is a powerful reminder of how important it is to remain alert and quickly identify potential hazards.
