Legislative Parking Garage Topping Out, Concord, NHDowntown Concord was buzzing with excitement on Thursday with the topping out of the new Legislative Parking Garage. A crowd gathered around to listen to state dignitaries highlight the importance of this significant project, one that will support the State鈥檚 legislators who serve New Hampshire every day.

Fully outfitted with an evergreen tree and American flag, the final precast panel was flown into place and secured, signaling the achievement of a major milestone. Over the past seven weeks, 362 pre-cast panels were erected to form the structure of the 104,000-square-foot, 400-space garage.

The new garage, which doubles the capacity of the former parking structure and occupies nearly an entire city block, was designed to blend with the surrounding ornate buildings. Details such as window-like openings, precast concrete stamped with a limestone pattern and glass fiber reinforced concrete columns create an enhanced fa莽ade similar to the adjacent State House and Legislative Office Building.

The practice of “topping out” is always a celebratory moment in the life of a construction project. Its significance, which traces back to an ancient Scandinavian religious rite, includes placing a tree atop a new building to appease the tree-dwelling spirits displaced during construction.

Anne Minior, NAWIC Charter Champion AwardLast week, I had the incredible honor of receiving the Charter Champion Award at the National Association of Women in Construction (NAWIC) National Conference in Boston. This recognition is awarded to individuals who have demonstrated exceptional leadership in sponsoring, successfully chartering, and supporting a new NAWIC chapter through its first year. It celebrates the hard work, dedication, and vision required to lay a strong foundation for a thriving chapter鈥攁nd I鈥檓 deeply humbled to be among this year鈥檚 recipients.

One of the most special parts of this award is the聽custom grey blazer聽that comes with it鈥攁 symbol of leadership and commitment to NAWIC鈥檚 mission. I鈥檝e already had the chance to put it to good use at a recent聽AGCVT event, where I proudly represented NAWIC and had the honor of engaging with聽Vermont Governor Phil Scott. It was a meaningful moment to showcase our chapter鈥檚 impact and the importance of supporting women in construction at the state level.

The conference itself was nothing short of inspiring. This was my second year attending this conference and both times left with a refreshed passion for our work. Surrounded by passionate, driven women from across the country, I felt the power of our collective commitment to progress. The energy in the room was electric as we shared stories, challenges, and victories. Standing on stage to accept the award was a moment I鈥檒l never forget鈥攏ot just for the personal significance, but for what it represents: the strength and unity of women in construction.

Looking ahead, I鈥檓 equally thrilled to share that I鈥檒l be stepping into the role of聽President of the NAWIC Vermont Chapter聽this fall. I鈥檓 eager to continue advocating for our members, fostering growth, and championing initiatives that open doors for women in our field.

To everyone who has supported me on this journey鈥攖hank you. Your encouragement fuels my passion and strengthens our mission. Here鈥檚 to building a future where every woman in construction feels empowered, supported, and celebrated.

Earlier this summer, I joined the PC team as an office engineer intern at the Motts Run Water Treatment Plant in Fredericksburg, Virginia. With a mixture of nervousness and excitement, I didn’t know what to expect but knew I was ready to learn as much as possible. From the beginning, the PC team welcomed me, immediately making me feel a part of the project. As a rising junior at Western Carolina University, I had already learned vital skills in the classroom, including Human Factors & Safety (OSHA-30), surveying and estimating, but working in the field on a complex water treatment plant is a different level of education. It opened my eyes to many new scopes and disciplines.

Being a part of such a communicative and collaborative team allowed me to be involved with the various project phases, from surveying to commissioning. Among the more complex tasks was using surveying equipment with my fellow engineers to grade and, in particular, field-measuring fiberglass ladders before fabrication. Additionally, I measured the elevations of welded beams before the erection of precast roof planks and also assisted with excavation layout. I learned to review shop drawings in several submittal packages and worked closely with manufacturers when coordination issues arose. For example, when I noticed a railing was restricting an oscillating HVAC damper, I field-measured the correct clearance and coordinated with the vendor.

Other project opportunities included performing quantity takeoffs for various materials ahead of communicating with vendors and suppliers for procurement. I completed a takeoff of stem extensions for submerged gate valves 鈥?using calculations based on the dimensions of each valve and the final grade elevation 鈥?and then corresponded these with the proper size of stem extension.

Another rewarding moment came when I worked with the senior commissioning manager to create a master equipment log. We reviewed all the piping and instrumentation diagrams and then recorded all key information, including spec, system, equipment, quantity, tag number and manufacturer. It was highly motivating to see my work have a positive impact on the project.

Additional highlights of my onsite experience included participating in weekly project look-ahead meetings, coordination meetings and office staff meetings. Together, these meetings allowed me to see everyone’s contributions come together and cultivate smooth and timely site operations. I was even able to hone my skills on key software platforms, including Bluebeam Revu and Procore, as essential technology tools to keep the project moving forward.

This comprehensive and enlightening experience has made me more confident, capable and motivated for my future in the construction industry. I am proud of the impact I made in such a short time, and I want to thank the PC project team for encouraging me to get involved and always taking the time to answer all my questions. I will miss my teammates, certainly. It’s easy to see how much PC puts people first, and I appreciated it immensely.

As I return to college this fall, I am committed to incorporating the PC values into my everyday life. At the end of the day, we are all BUILDING STRONGER, TOGETHER.

Intern Brianna Reid on the Weidmann Electrical Technology Expansion project in VermontI am so excited to have joined PC Construction as an intern this summer! I am currently a rising junior studying civil engineering at Wentworth Institute of Technology. A fun fact about me 鈥?I play soccer there too as a Wentworth Leopard!

Wentworth integrates real work practice into our college experience through a co-op program, where students find jobs on their own and work in their major of interest. These opportunities are a big part of the curriculum because they allow students to learn what they do and don鈥檛 like about the workforce they are about to enter. This process also provides students with valuable exposure to the applicant process.

This opportunity at PC is so important for me because the classes I am taking span a myriad of potential career directions. This internship focuses on one piece 鈥?construction management. Every day on the jobsite with PC I can learn about the construction process and determine if this is the right direction for my future.

I am currently working as an office engineer intern at the Weidmann Electrical Technology Manufacturing Expansion project in St. Johnsbury, Vermont. I work with an extremely helpful team who keep me busy and spend the time to thoroughly explain their work and processes to me. Since I have been here, I鈥檝e learned about submittals, RFIs, daily logs, punch lists, material orders and closeout. I even completed my OSHA 10 certification! I get to see the inside process of communication with engineers and supervisors to make sure every step of a plan is carried through safely and correctly.

The Weidmann project is progressing steadily across its three major construction areas: the聽Warehouse,聽BM2 Equipment Upgrades, and the聽Fab North Addition.

  • Warehouse: A major milestone was achieved on聽June 2聽when the Warehouse received its聽Certificate of Occupancy 鈥?a huge accomplishment! Construction began just five months ago, and the team successfully navigated numerous challenges, including material delays and harsh winter conditions. All structural steel, framing, roofing, siding, and miscellaneous specialties were installed by聽PC鈥檚 Special Projects Group, a testament to the versatility and skill of our self-perform team.
  • BM2 Equipment Upgrades: The BM2 area also hit some exciting milestones, including the installation of a聽dump chest聽and a聽70,000-pound, 1000Hp boiler. Preparations are underway for a significant facility shutdown in聽early October, which will last聽six weeks聽as work occurs聽seven days a week. This period will be critical for completing the bulk of the equipment upgrades and installations.
  • Fab North Addition: Affectionately nicknamed聽鈥淏ig Foot鈥澛燽y the owner, the Fab North Addition began聽steel erection in mid-May聽and is moving at an impressive pace. Like the Warehouse, the structural steel, miscellaneous metals, siding, and framing are being handled by聽PC鈥檚 Special Projects Group.

Working alongside an active manufacturing site has been a unique and fascinating experience. I capture daily photos, and the transformation from when I first arrived to now is striking. It is inspiring to witness how fast, yet detailed construction can be鈥攁nd how essential teamwork is at every stage of the process. Townsend WTP Electrical Improvements Phase 2, Greensboro, NCThe Townsend WTP Electrical Improvements Phase 2 project, underway in Greensboro, North Carolina, included major structural and mechanical rehabilitation to an existing high-lift pump station. PC鈥檚 scope of work included demolition of more than 400 cubic yards of existing concrete structural supports, walls and slabs; demolition of 50% of the existing flanged ductile iron piping ranging in diameter from 6 inches to 48 inches; and removal of three existing dual-stage, split-case high-lift pumps, each rated between 1,200- and 2,500-horsepower.

The early phases made space for the new pump station work, which featured new structural steel framing and an elevated operating floor slab, installation of 24-inch and 48-inch suction pipe and discharge lines and four 800-horsepower vertical turbine high-lift pumps. All this work was successfully completed through more than 10 planned shutdowns, with each shutdown having a specific timeframe to maintain overall water production demands.

Many key planning measures were implemented to safely and successfully complete this work 鈥?all within or ahead of the available shutdown windows.

  • There were multiple phases of work with immense precision requirements 鈥?notably the alignment and leveling between the previously cast-in-place concrete pads and piping with the pumps. An important quality control tool the crew utilized was an automatic laser level to help visually align the pumps with the numerous fittings that had extremely limited tolerances and flexibility.
  • We developed custom large-format visuals mounted on wheeled carts to communicate our plans and processes. This was a very complicated scope and sequence of work, and we immediately saw the visual usage take off. We used them daily for our safety and Lean planning with our 20+ member process piping crew, but they also became a critical communication tool with plant operations, the design team, inspectors and other trades. These visual tools allowed the work to take place safely and with the high level of coordination needed.
  • With no crane access in the building, our team was very creative with rigging and hoisting. We leaned heavily on dollies, chain falls and come-alongs to complete the work. Many times, while on a tight shutdown, rigging like this is strewn in gangboxes or even a five-gallon bucket. Before our work in the field started, the team built mobile tool and equipment carts for chain falls and come-alongs and another for wrenches and sockets. With this organized setup, we saw elevated production rates and the highest quality installation.

My piping crew and I are extremely proud of this work. This high-precision process mechanical and equipment work took many months to plan and was executed on schedule and without incident. The entire team was open-minded and willing to implement new ideas, which allowed us to overcome a very challenging scope of work with tight plant operational constraints to complete this major pump station upgrade successfully.

Today, I鈥檓 excited to spotlight Anne Minor, a senior project manager whose passion for innovation is transforming how we work, connect and build.

鈥淚nnovation, to me, is about questioning the everyday. It鈥檚 not just about making things easier, it鈥檚 about making them smarter,鈥?Anne shared. 鈥淚t鈥檚 about streamlining the mundane so we can focus our brainpower on what really matters: building better environments for our employees and communities. I鈥檓 grateful to be part of a company that doesn鈥檛 settle for just 鈥榟ow we鈥檝e always done it鈥? We always question if there鈥檚 a better way and that鈥檚 when I get excited 鈥?because there鈥檚 an opportunity to find a new solution.鈥?/p>

Anne鈥檚 motto?聽鈥淓verything can be figured out鈥?/strong>聽And that鈥檚 exactly what fuels her mind 鈥?always thinking of a strategy, a technology, a new way to make great things happen.

Creating a safe space for ideas, celebrating wins, and ensuring people feel supported are key. 鈥淚nnovation thrives in a culture of trust,鈥?said Anne. 鈥淭here are no stupid questions or ideas 鈥?everything should be on the table. When people feel safe and valued, innovation blooms.鈥?/p>

Two standout innovations Anne has helped implement are聽Takt Planning聽and聽Four Disciplines of Execution (4DX).

  • Takt Planning聽was introduced on projects to bring clarity, flow and improved communication with trade partners. It helped maintain high quality and coordination and gave early visibility into resource needs.
  • 4DX was used to manage a large, fast-paced project with many stakeholders. It helped the team focus on the聽wildly important聽(the schedule), track聽lead measures聽(daily impactful actions), use a聽scoreboard聽(e.g., punchlist progress), and foster聽accountability聽(daily safety walks, submittal tracking).

The result? A high-performing team where聽every member was promoted 鈥?a testament to the power of structured innovation.

When asked what innovation she would pursue next if she had unlimited resources, Anne said, 鈥淚鈥檇 run a project entirely off 3D models 鈥?no PDFs. It鈥檚 a more intuitive, effective way to build.鈥?/p>

Innovation isn鈥檛 just about tools or technology, it鈥檚 about people, purpose and progress. This spotlight reminds us that when we empower our teams, challenge the status quo, and stay open to new ideas, we don鈥檛 just build better projects鈥攚e build a better future.

After graduating from Clarkson University with a bachelor鈥檚 degree in civil engineering, Olivia joined PC as an office engineer and quickly progressed through an engineer-in-training program. Now a project manager, Olivia has grasped the opportunity to learn the intricate details of PC鈥檚 diverse markets 鈥?from education, health care and resort work to water and wastewater treatment construction.

Reflecting on all the projects she鈥檚 worked on, there鈥檚 no question which was her favorite: the BETA Technologies Manufacturing and Assembly Facility in South Burlington, Vermont.

鈥淭he BETA project was completed on an incredibly accelerated schedule,鈥?said Olivia. 鈥淲e delivered the project just 2.5 years after kickoff, which included six months for early design packages and six months for permitting. Imagine, a 188,500-square-foot facility going from the first concrete placement to the owner installing equipment in less than one year 鈥?that is truly incredible!鈥?/p>

The high-bay facility, located next to the Patrick Leahy Burlington International Airport runways, includes aircraft manufacture and assembly space, office space and support areas. Work on the 40-acre former brownfield site included substantial site preparation, including blasting and excavation, installation of a parking lot and a utility road, and installation of a 2.7-acre geothermal field, which is one of the largest in New England.

鈥淚 learned so much working on this project. The pace, the people, the sheer size and scope of the facility, the complexity, and the all-in effort from every member of the team made every day exciting.鈥?/p>

What contributes to Olivia鈥檚 success?

When the time came to start seriously thinking about a career path, Olivia knew math and science were her strengths. She thought maybe education would be a good choice but her aunt, a respected math teacher, said: 鈥淲hen I was your age, I was told the only thing I could do in the math field was teach. So you go be an engineer.鈥?She took those words to heart.

鈥淚 started exploring engineering as a major and became completely fascinated by the idea that I could go to school and learn how a bridge or a building is structurally engineered,鈥?said Olivia. 鈥淎nd then I fell in love with the idea of being a part of a team that actually builds them.鈥?/p>

At the end of the day, she really enjoys problem solving and being part of building something new that will have lasting community impact. 鈥淎chieving a milestone 鈥?whether large or small, on my own or as part of a team 鈥?is so incredibly motivating.鈥?/p>

Olivia is now leading the charge on a large hotel addition just a mile down the road from the BETA project. She has a commanding presence combined with a fun personality that draws in a team like no other. We are lucky and proud to have Olivia as a PC Construction leader and employee owner.

The name Brady Fox has been gaining some traction in Vermont. Currently a PC Construction office engineer on a water treatment facility expansion project in Fredericksburg, Virginia, he graduated from The University of Vermont with a civil engineering degree and started his career in PC鈥檚 Vermont office. Most importantly, this is where Brady learned about employee ownership and became an employee owner himself.

From an early age, Brady loved buildings and architecture, which led him to study engineering in college. During his sophomore year, he interned at PC as a laborer. He enjoyed it so much, he returned for a second internship the following summer and, upon graduation from UVM, joined the team as an office engineer. Not long after, he was accepted into PC鈥檚 Leadership Development Program to further advance his career.

When he joined PC, he understood the company was employee owned through an Employee Stock Ownership Plan (ESOP), and he understood it was a great addition to his regular retirement plan.

鈥淎s a 21-year-old fresh out of college, retirement was far off, and not something I was really thinking about. But there was something I did understand right away, especially in contrast to many of my friends who constantly complained about their jobs: being an owner of the company where you work is just different. Immediately, I sensed a spirit of collaboration, equality and encouragement of growth that stemmed from our shared ownership in the company.鈥?/p>

But it wasn鈥檛 until 2023 that he attended the Vermont Employee Ownership Conference (VEOC) and the light bulb lit up.

鈥淎ttending the VEOC for the first time opened my eyes to what employee ownership is really about and how it works for the employee owners. I returned to the VEOC in 2024 and am now a member of PC鈥檚 Employee Ownership Connection Team, which educates employees on how the ESOP works, why it works, and how we can use innovate ways to think together and further our collaborative culture. I went from not knowing anything about ESOPs to passionately believing they can and should be our future.鈥?/p>

In fact, he feels so passionately about employee ownership that he reached out to local publications to submit an op-ed, such as this one with VT Digger. He continues to advocate for ESOPs as a powerful and successful business model. To say we are proud to have him on our team is an understatement!

I am so honored to launch this year鈥檚 Women in Construction Week.聽Throughout this week, the entire industry will recognize women for their contributions and achievements in construction, and their dedication to helping mentor and guide other women grow interest in our profession.

Twenty years ago, a kid fresh out of college, I stepped onto my first construction site. Those formative days are now a blur, but I do remember that there was only one woman on that first project. Over the years, I have watched a tremendous transition take place and now, I can proudly say that my current project management team is comprised of 28% women.

Every day, I am surrounded by an incredible group of talented women who love this industry as much as I do. To be honest, I don鈥檛 view the contributions of my female counterparts as important because they are women but because of the incredible work they do on every project. I appreciate their innovation, intelligence and talents. Their energy and enthusiasm are contagious, and they don鈥檛 quit until they鈥檝e accomplished what鈥檚 needed. The women at PC bring different perspectives, solutions and negotiation tactics that help us excel in our industry. In fact, at PC, we have been able to improve our project delivery and client relationships because we鈥檝e created positions that are designed to maximize the skills, knowledge and talents of several women in our company. They make incredible contributions as part of our management team, and I am proud to have the opportunity to work with a few of them every day.

I hope we continue to turn the tables on this traditionally male industry. At PC Construction, we have two extraordinary women as part of our engineer-in-training program. Even more exciting, they are both planning to go the superintendent career path. I have the pleasure of working with one of them right now and am inspired by her dedication to the work. It gives me so much hope for the future.

Construction is such a rewarding career. The benefits are great, the growth potential is exciting, and there can be tremendous flexibility. It offers opportunities to solve problems and work with a large network of people to achieve a common goal. And it never gets old driving by a project you helped build and seeing how it positively impacts the community.

Over the course of the next week, you鈥檒l get to meet some of the women at PC who play crucial roles in projects constructed along the East Coast. I hope they inspire young women and demonstrate how fulfilling and rewarding a construction career can be. In the meantime, hats off to all the women at PC Construction. I鈥檓 proud to be your fellow employee owner.

As I complete my first month at PC Construction, I find myself settling into a new position and becoming part of a remarkable team that exemplifies what it means to build stronger, together.

The journey began in Vermont, where comprehensive training sessions and meetings with the management team provided a solid foundation. The project visits across Maine and New Hampshire have been particularly enlightening. Walking the jobsites with our team members, equipped with a hard hat, vest, and safety glasses, felt like coming home. These visits weren’t just about our active projects 鈥?they were about connecting with the people who make PC Construction exceptional.

One of the most rewarding aspects has been representing PC Construction as an employee owner at various industry events. The enthusiastic welcome I received from networking partners at MEREDA, Portland Chamber, and AGC events has been truly heartening. These connections reinforce the strong reputation PC Construction has built in the industry.

Looking ahead, my vision centers on strengthening and revitalizing key industry partnerships that will drive mutual success. I am committed to understanding our partners’ evolving needs and challenges and will work hard to develop mutually beneficial opportunities. What excites me most is the potential to bring out the best in these relationships. When partners truly understand and complement each other’s strengths, the results exceed expectations. This collaborative spirit, combined with PC Construction’s proven expertise, positions us perfectly for continued growth and success.

The support and encouragement from my new colleagues have made this transition remarkably natural, and I’m filled with optimism about what we’ll achieve together. The journey has only just begun, but it already it feels like I’m exactly where I’m meant to be. Here’s to the road ahead!

Joe PicoraroAfter over 46 years at PC Construction, I am excited to announce I will begin the next chapter in January 鈥?retirement!

My journey dates back to May 1978. I had just graduated with an engineering degree from the University of Vermont and applied to a family-owned firm with three brothers at the helm. That one decision sealed my fate, connecting me to a group of dedicated construction professionals who helped me become what I am today.

My formative years were spent with our estimating department 鈥?the foundation of all projects and a key ingredient of project success. After graduating from a comprehensive engineer-in-training program, my journey would take me into the field and a plethora of markets, locations and project teams. I always challenged myself to evaluate my personal and professional path every five years 鈥?and every time, I came to the same conclusion. And the proof is a long, successful career with a great company.

The ultimate factor in my success over the years is, of course, the people in this great business. The relationships with my fellow employee owners, our incredible customers and project partners have truly made all the difference. My sincerest thank you to all of you.

I would be remiss if I did not include my family in this message. They supported my career in every way and were instrumental in creating a home that allowed me to thrive at PC. My wife and children are a part of every project I was involved with 鈥?and my love and thanks are with them. I鈥檓 so excited that they 鈥?and my eight grandchildren 鈥?will have my undivided attention in the years ahead!

Moving forward, all of our customers and partners in the Seacoast region will have the absolute pleasure of collaborating with Lisa Beeler, the newest addition to PC鈥檚 business development team. She is incredibly talented and exudes so much excitement for our industry, the projects, and relationships. Please give her a warm welcome!
