PC is pleased to announce that Alex Hango, chief estimator and preconstruction leader for PC’s water and wastewater construction market, has successfully completed the Design-Build Institute of America’s comprehensive education and certification testing program. As a result of these efforts and Alex’s significant design-build experience, he has achieved the design-build industry’s highest designation as a nationally certified Design-Build Professional®.

Alex plays an instrumental role in PC’s preconstruction and estimating efforts on collaborative delivery projects. Most recently, his work on the $271 million Piscataway Water Resource Recovery Facility Bio-Energy Project set the stage for a successful partnership with WSSC Water. Under Alex’s leadership, numerous value engineering and constructability opportunities were identified and implemented to reduce project cost and develop the best path forward for WSSC. From conceptual estimate through to GMP – and every step in between – Alex’s on-target estimates and eye for improvement led to a trusting relationship with the owner and engineers and a highly effective preconstruction process.

 After nearly a decade in planning, Washington Suburban Sanitary Commission (WSSC) celebrated the groundbreaking of the $262 million Piscataway WRRF Bio-Energy project yesterday. PC Construction is the design-builder for this innovative project that will serve as a regional facility to treat the biosolids from all five WSSC Water Resource Recovery Facilities using Cambi’s thermal hydrolysis process, anaerobic digestion and sidestream effluent treatment.

The facility will also capture the digester gas, clean it, and then use it to generate steam and electricity to power the bio-energy project. As the design-builder, PC has teamed with Stantec and Hazen and Sawyer to complete the project design.

The Phase 1 enabling work is set to begin in the next few weeks with construction of the major project components slated to begin in Spring 2020. When the facility is complete in late 2023, this green project will produce Class A biosolids that can be used as soil amendment on farms, in forests and in backyard gardens.

This cutting-edge project will serve the residents of Montgomery and Prince George’s County and save rate payers over $3 million per year while helping protect the Chesapeake Bay and its tributaries for future generations. With this project, WSSC continues their 100-year commitment to clean water and PC is proud to help bring their bold vision to life.

Treatment Plant Facilities Last week, the District of Columbia Water and Sewer Authority (DC Water) commissioned the first major component of the DC Clean Rivers Program ahead of the deadline outlined by the consent decree. Working with a team of engineers and contractors, a seven-mile-long tunnel segment and a new 225 mgd wet weather treatment facility was put into service. The two components will work together to reduce combined sewer overflows by more than 80 percent.

The design-build joint venture of PC Construction and CDM Smith designed and constructed the new wet weather treatment facility, which receives the overflow stored and transmitted through the tunnel. The facility is designed to treat 225 million gallons of incoming combined sewer overflow, eliminating potential untreated overflow into the Anacostia and Potomac Rivers and Rock Creek.

The construction of the wet weather treatment facility included a 500-mgd tunnel dewatering pump station with five 83-mgd pumps and a 225-mgd enhanced clarification facility utilizing a ballasted, high-rate clarification process to treat the water, providing disinfection before discharge into the Potomac River.

“This project is a crucial component of DC Water’s wet weather plan,” said Kevin McCarthy, president and CEO of PC Construction. “We are proud to contribute to the incredible effort, helping DC Water achieve their consent decree deadline and improve the health of the Anacostia and Potomac Rivers and associated waterways.”

DC Water will continue their efforts with the mining of the next tunnel segment. Upon completion in 2023, the entire tunnel system will capture 98 percent of sewage overflows into the Anacostia and provide more flooding relief for residents who were served by an undersized sewer for decades.
